- Representative Agency for Residents
- The regional National Assembly is composed of citizens who have been selected by the residents to represent them by deliberating and making important decisions.
- The administrative agency is composed of elected officials that allow the citizens to indirectly participate in area politics and in the local autonomous government.
- Deliberative Agency
- The deliberative agency finalizes important decisions for the local self-governing agency. Namely, it considers the administrative policies related to the residents' share, regulation enactment, organization operation, etc.,.
- Legislative Agency
- The Local Assembly is the legislative organ that is in charge of various functions such as the enactment functions of a regulation called the statute of local self-governing.
- The most basic function of the Local Assembly is their ability and obligation to exercise legislative power.
- The right to make regulations is given to the head of the local organizations, but it is different from the right to make regulations that is delegated by the local assembly.
- Audit and Inspection Agency
- The local assembly makes sure that the executive agency performs its duties properly.
- There are differing opinions regarding this function; one side says that this is a secondary function that allows one to take a role in legislative function but the other side says that this is a main function, however most people consider this function to be a secondary function.
- The Rights of the Local Assembly
- Right to Vote
- The Right to Vote is what gives the Local Assembly the authority to decide on the proceedings of local self-governing organization and assembly. Articles and important policies that fall under the authority of the local assembly are deliberated and voted on according to rules and regulations and to make decisions such as enacting and reorganizing regulations by this voting right, deliberating, concluding and approving the draft budget and settlement of accounts, and so on.
- Authority to Inspect the Administration
- As the representative agency of the residents, the local assembly watches and controls the conditions of the administrative execution of self-governing organizations. The right to watch and control the local agencies is embodied by the right to inspect and the right to investigate for local administrative affairs. Also the monitoring function is accomplished by requests for attendance reply, materials, reports from the chief of an organization and through auxiliary agencies.
- Autonomous Right
- As for the organization and operation of local assembly, it means that the right is regulated by itself without interference from or concern by the government or executive agency.
- The autonomous right of a local agency is composed of the right to enact, the right to decide to open or close a conference, the right to decide to hold or cancel a session, the right to preserve order, the right to punish an assemblymen, the right to judge the qualifications of another, the right cast a vote of no confidence against a chairman or vice-chairman, the right to construct an internal organization, etc.
- Right to Vote
- Proceedings may be decided by election in the local assembly. The right is divided by right to elect for members of the internal organization of local assembly, and right to elect given by statutes which are not involved in the local autonomous law.
- Right to deal with petition
- As the representative agency of the residents, the local assembly has the right to accept and deal with petitions that are submitted by local residents or introduced by local assemblymen.
- Right to Express Opinion
- As the representative agency of the residents, the local assembly has the right to express its opinion to the executive agency of a local autonomous agency, the central government, other autonomous agencies, and other local public private organizations, etc.
- The right to express an opinion is supplementary to the right to vote and supervise the local assembly.
- Right to request reports and document submissions
- The local agency can ask the chief of an organization to submit reports concerning itinerary items in order to monitor the office work of the executive agency, and to submit the documents related to an audit, and to investigate and directly judge a bill.
